Palazzo delle Arti con il suo valore artistico, culturale ed architettonico, può definirsi un museo poliedrico per la sua funzionalità capace di trasmettere cultura, coinvolgendo il cittadino nella sua crescita e nel suo sviluppo grazie ad una politica di acquisizioni mediante donazioni, comodati e prestiti e attraverso intensificate attività didattiche di laboratorio, volte ad avvicinare i giovani al linguaggio artistico. Palazzo “Beltrani” accoglie al suo interno la Pinacoteca Comunale, intitolata ad un grande artista di Trani “Ivo Scaringi”, del quale sono conservate un centinaio di opere date in comodato d’uso dalla famiglia del pittore. L’edificio accoglie inoltre dipinti e sculture di proprietà comunale di artisti meridionali dell’Ottocento e dei primi del Novecento, la donazione di Michele Ladogana ed una sala consultazione contenente volumi di Storia dell’Arte e materiali archivistici a contenuto storico-artistico. Il piano terra include una raccolta di opere donate da Matteo Masiello ed è anche adibito a mostre di eccellenza con artisti di rilevanza nazionale. "
 Palazzo Beltrani is located in the heart of the city of Trani, constituting an element of conjunction with the nineteenth-century village. Palazzo delle Arti with its artistic, cultural and architectural value, can be defined as a multifaceted museum for its functionality capable of transmitting culture, involving the citizen in its growth and development thanks to a policy of acquisitions through donations, free loans and loans and through intensified didactic laboratory activities, aimed at bringing young people closer to artistic language. Palazzo "Beltrani" houses the Municipal Art Gallery, named after a great artist from Trani "Ivo Scaringi", of which about a hundred works are kept on loan for use by the painter's family. The building also houses municipal-owned paintings and sculptures by southern artists of the nineteenth and early twentieth centuries, the donation of Michele Ladogana and a consultation room containing volumes of Art History and archival materials with historical and artistic content. The ground floor includes a collection of works donated by Matteo Masiello and is also used for exhibitions of excellence with artists of national importance. "
