L'area in cui sorge l'edificio era occupata anticamente dal Foro romano. i cui resti (basamenti e parti di colonne) sono visibili a fianco dell'edificio e di fronte all'ingresso di palazzo Ferretti.
Il palazzo venne eretto come sede del Consiglio senatorio nel primo quarto del XIII secolo; più precisamente prima del 3 novembre 1225 quando il Comune cedette la sua antica sede (l'attuale Palazzo Arcivescovile) alla nobile famiglia Cortesi, per installarsi nel nuovo e più vasto edificio. Per le similitudini architettoniche riscontrate con la chiesa di Santa Maria della Piazza e il Duomo, la costruzione del palazzo è attribuita a Mastro Filippo
Il palazzo, di stile romanico, presenta la facciata in pietra bianca aperta da due ordini di bifore adorne di eleganti colonnine e rivestite da cornici a tutto sesto. Sul lato destro del fronte è un'arcata alta e stretta, nonché.
 The Romanesque façade with mullioned windows
The area where the building stands was formerly occupied by the Roman Forum. whose remains (bases and parts of columns) are visible next to the building and in front of the entrance to Palazzo Ferretti.
The palace was erected as the seat of the Senatorial Council in the first quarter of the 13th century; more precisely before 3 November 1225 when the Municipality ceded its ancient seat (the current Archbishop's Palace) to the noble Cortesi family, to settle in the new and larger building. Due to the architectural similarities found with the church of Santa Maria della Piazza and the Duomo, the construction of the palace is attributed to Mastro Filippo
The building, in Romanesque style, has a white stone facade opened by two rows of mullioned windows adorned with elegant columns and covered with round cornices. On the right side of the front is a tall and narrow arch as well.
