tra via Aronte-via Mazzini e via Don Minzoni, lo impone allo sguardo di chi arriva in città dal Viale XX Settembre. L'edificio è interamente rivestito con marmo "bardiglio" chiaro mentre tutti gli inserti decorativi: lo stemma di Carrara - ruota col motto "Fortitudo mea in rota" - e le allegorie delle comunicazioni sulle facciate laterali sono in marmo "bardiglio" scuro. Costruito secondo lo stile tipico dell'architettura del "ventennio".
Ai lati della scalinata d'ingresso della torre esterna si trovano due sculture, alte più di tre metri, raffiguranti "il Cavatore" e "lo Scultore" opere di Sergio Vatteroni.
Il salone interno, recentemente ristrutturato per una maggiore funzionalità, è interamente rivestito di marmi "bardiglio" chiari con inserti decorativi scuri. Il pavimento marmoreo presenta un disegno radiale speculare alla semicupola.

On the sides of the entrance stairway of the external tower there are two sculptures, more than three meters high, representing "the Cavatore" and "the Sculptor" works by Sergio Vatteroni.
The interior hall, recently renovated for greater functionality, is entirely covered with light "bardiglio" marbles with dark decorative inserts. The marble floor has a radial mirror-like design on the half-dome.
