Un monumento ad un grande statista del Regno d'Italia, suggestivo e ricco di simbolismi significativi, anche se la zona è purtroppo alquanto trascurata, nonostante la presenza nell'adiacente palazzo del Ministero dell'Economia e delle Finanze: anche dell'alberatura che decorava la via è rimasto solo un esemplare, oramai quasi spoglio... Merita comunque una visita

Президент Национальной академии деи Линчеи. Иностранный член-корреспондент Петербургской академии наук (1881). В 1854—1861 плодотворно занимался научной деятельностью, исследованиями в области теоретической кристаллографии и морфологии. Трижды назначался министром финансов Италии. В 1862 году — в правительстве У. Раттацци, в 1864—1865 — в правительстве А. Ламармора и 1869—1873 — в правительстве Д. Ланца. Убеждëнный сторонник строгой экономической политики, которому удалось свести государственный баланс при помощи достаточно жëстких, но эффективных, хотя и очень непопулярных среди итальянцев налоговых мер. В марте 1874 года был избран президентом Национальной академии деи Линчеи, старейшей академии наук Италии. Поклонник альпинизма. В 1863 организовал Итальянский Альпийский (альпинистский) клуб (Club Alpino Italiano). Летом 1881 года, заболел лихорадкой, приступы которой преследовали его до смерти 14 марта 1884. In 1862 - in the government of W. Rattazzi, in 1864-1865 - in the government of A. Lamarmore and 1869-1873 - in the government of D. Lanz. A staunch supporter of a strict economic policy, who managed to balance the state with the help of fairly tough, but effective, albeit very unpopular tax measures among Italians. In March 1874 he was elected president of the National Academy dei Linchei, Italy's oldest academy of sciences. Mountaineering fan. In 1863 organized the Italian Alpine (climbing) club (Club Alpino Italiano). In the summer of 1881, he became ill with a fever, the attacks of which pursued him to death on March 14, 1884. He was buried on the slopes of his favorite Alps, at an altitude of four thousand feet in the cemetery of Sacro Monte di Oropa. In honor of C. Opera dello scultore Ettore Ferrari. Ai piedi del basamento della statua del più volte ministro delle finanze, nel XIX secolo, la scritta “Gli italiani a Quintino Sella”. IL progetto per la realizzazione del monumento a Quintino Sella (Sella di Mosso Santa Maria 1827- Biella 1884), ingegnere, scienziato e più volte Ministro delle Finanze, venne presentato alla Camera il giorno successivo alla morte dello statista, il 15 marzo del 1884. Nello stesso anno fu anche nominata un’apposita commissione per redigere il programma del concorso. Tra i trentuno bozzetti presentati, la commissione scelse quello dello scultore Ettore Ferrari che nel 1886 ottenne l’incarico. Il 9 aprile del 1893 il monumento fu inaugurato in via XX Settembre, nel piazzale antistante il Ministero delle Finanze. Però a causa dei lavori per il nuovo anello tramviario imposero, tra il 1926 e il 1927, lo spostamento del monumento sul lato di via Cernaia, in posizione simmetrica rispetto a quello di Silvio Spaventa, inaugurato nel 1898. IL monumento è costituito da una base cruciforme a gradini dalla quale si alza un piedistallo su cui è addossata la statua in bronzo raffigurante la Legge, figura femminile a seno nudo, avvolta in un ampio mantello. Seduta su un trono in granito, essa ha il capo coronato da una raggiera e tiene nella mano destra un bastone su cui è posta la civetta di Minerva, allusione all’impegno scientifico di Sella. Sul lato sinistro, la statua è affiancata dalla figura in bronzo di un fanciullo nudo, simboleggiante il Genio della Finanza, con in mano un libro su cui corre la scritta “Finanze”. Alla sommità del piedistallo è la statua bronzea a figura intera dello statista mentre incede con la mano destra sul petto e con alcune carte nella sinistra. A Quintino Sella è anche dedicata una lapide in via Nazionale.

At the top of the pedestal is the full-length bronze statue of the statesman walking with his right hand on his chest and with some cards in his left. A plaque in via Nazionale is also dedicated to Quintino Sella.
