★ ★ ★ ★ ★ Il popoloso ed esteso Rione Libertà, attraversato da Via Napoli, è situato nella valle sottostante la città. Sorto tra il 1936/37, durante il periodo fascista, con la costruzione di alcuni fabbricati, doveva chiamarsi rione Costanzo Ciano. Il grosso incremento del quartiere si ebbe a partire dal 1945, dopo la seconda guerra mondiale, a seguito della distruzione di più di due terzi della città, occorrevano nuove abitazioni per eliminare le precarietà alloggiative di migliaia di sinistrati. L'istituto Autonomo Case Popolari progettò e realizzò la costruzione di abitazioni moderne e antisismiche, creando intorno ad esse, ampi spazi con aiuole ed alberi, locali per negozi e servizi, strade larghe e idonee per il traffico in aumento. In pratica il Rione Libertà, all'epoca, fu considerato un quartiere urbanisticamente all'avanguardia.
 The populous and extensive Rione Libertà, crossed by Via Napoli, is located in the valley below the city. Built between 1936/37, during the fascist period, with the construction of some buildings, it was to be called the Costanzo Ciano district. The big increase in the neighborhood took place from 1945, after the Second World War, following the destruction of more than two thirds of the city, new homes were needed to eliminate the precarious housing of thousands of disaster victims. The Istituto Autonomo Case Popolari designed and built the construction of modern and earthquake-proof houses, creating around them large spaces with flower beds and trees, rooms for shops and services, wide streets suitable for increasing traffic. In practice, the Rione Libertà, at the time, was considered an urbanistically avant-garde neighborhood.
