L'acqua non raggiunge nemmeno un terzo della popolazione di competenza, ci sono zone in cui è la normalità avere il bene comune per alcune ore al giorno. Mancanza di programmazione, tracotanza nei confronti del cittadino ed incompetenza fine agli interessi personali da parte del management.
