Il Laboratorio di Restauro della Provincia di Viterbo rappresenta una delle prime realtà operative di attuazione del decentramento in materia di Beni Culturali. Organizzato con funzioni di servizio per le esigenze di un territorio che comprende 60 Comuni, è tra le prime strutture in Italia gestite direttamente da un Ente locale. L'attività, garantita dalle Istituzioni pubbliche di riferimento del Ministero dei Beni e delle Attività Culturali (Soprintendenze territoriali di settore), è diretta da un restauratore di formazione ICR che coordina i tre settori operativi e gestisce i rapporti con le Istituzioni. La programmazione annuale viene autorizzata dagli Organi della Provincia dopo l'esame preventivo da parte di un Comitato Tecnico di Gestione, al quale partecipano rappresentanti delle Soprintendenze competenti e dell'Istituto Centrale per il Restauro, i funzionari responsabili della Regione Lazio, il Dirigente di Settore della Provincia e il Direttore del Laboratorio. Il personale tecnico è costituito da 11 restauratori, formati all'interno della struttura sia attraverso la frequenza di seminari, corsi informativi e di approfondimento, tenuti da specialisti e docenti chiamati dai maggiori centri didattici e di ricerca attivi a livello nazionale (ICR, OPD, Università, ENEA) sia nell'esercizio di una quotidiana pratica di atelier cui gli operatori sono stati introdotti per livelli graduali. Lo scambio e il confronto delle esperienze è comunque promosso dal Laboratorio che organizza annualmente incontri e seminari su specifiche tematiche conservative, invitando relatori sia da Istituzioni pubbliche che da realtà professionali private, attive su tutto il territorio nazionale. I settori di intervento sono tre: dipinti su tela materiali ceramici materiali cartacei e membranacei Ad oggi sono stati effettuati circa 2000 interventi conservativi e di restauro su manufatti artistici provenienti da Comuni, Musei ed Enti ecclesiastici della provincia. Esemplare per l'importanza del recupero l'intervento su numerose tele dei secoli XVII e XVIII, che costituisce ormai un nucleo di rilievo per la storia dell'arte della Tuscia, sottratto al degrado e restituito alla fruizione della comunità e all'esame degli studiosi. In particolare il Laboratorio ha curato la collezione dei dipinti su tela del Museo Civico di Viterbo sia nei suoi aspetti museografici che propriamente conservativi, a partire da un programma di monitoraggio ambientale. Il Laboratorio ha promosso con i suoi consulenti scientifici un programma di ricerca sperimentale sul tensionamento elastico dei dipinti su tela, in collaborazione con il Laboratorio di Fisica dell'ICR e il Laboratorio di Diagnostica dell'Università degli Studi della Tuscia. I risultati della ricerca, peraltro ancora in corso di approfondimento, sono stati pubblicati in un volume presentato dall'ICR e adottato come testo a livello universitario. Il settore carta ha realizzato un vasto progetto di recupero degli Statuti storici su carta e pergamena dei Comuni della provincia. Notevole è inoltre il recente intervento su un celebre codice pergamenaceo del XIII sec. della Biblioteca Comunale di Viterbo, integrato a un progetto di digitalizzazione del testo presentato in un DVD-rom edito dalla Regione Lazio. Il settore ceramica ha proposto in una mostra itinerante nel Lazio i risultati della sua attività specializzata nella ricomposizione delle unità fittili fortemente frammentate, elaborando una propria proposta per il trattamento e la presentazione estetica delle aree lacunose. Il Laboratorio è parte attiva in una convenzione stipulata dalla Provincia con l'Università degli Studi della Tuscia, nel cui ambito è sede di tirocini formativi e di indirizzo metodologico per gli studenti dei corsi di laurea triennale della Facoltà di Conservazione dei Beni Culturali. The Restoration Laboratory of the Province of Viterbo represents one of the first operational realities for the implementation of decentralization in the field of Cultural Heritage. Organized with service functions for the needs of an area that includes 60 municipalities, it is among the first structures in Italy managed directly by a local authority. The activity, guaranteed by the reference public institutions of the Ministry of Cultural Heritage and Activities (Territorial Superintendencies of the sector), is directed by an ICR-trained restorer who coordinates the three operational sectors and manages relations with the institutions. The annual programming is authorized by the Bodies of the Province after the preliminary examination by a Technical Management Committee, in which representatives of the competent Superintendencies and the Central Institute for Restoration participate, the officials responsible for the Lazio Region, the Sector Manager of the Province and the Director of the Laboratory. The technical staff is made up of 11 restorers, trained within the structure both through the frequency of seminars, information and in-depth courses, held by specialists and teachers called by the major educational and research centers active at national level (ICR, OPD, University, ENEA) and in the exercise of a daily practice of atelier to which the operators were introduced at gradual levels. The exchange and comparison of experiences is however promoted by the Laboratory which annually organizes meetings and seminars on specific conservation issues, inviting speakers from both public institutions and private professional realities, active throughout the national territory. There are three areas of intervention: paintings on canvas ceramic materials paper and parchment materials To date, about 2000 conservation and restoration interventions have been carried out on artistic artefacts from municipalities, museums and ecclesiastical bodies in the province. Exemplary for the importance of recovery the intervention on numerous canvases of the seventeenth and eighteenth centuries, which by now constitutes an important nucleus for the history of art of Tuscia, subtracted from decay and returned to the use of the community and examination by scholars . In particular, the Laboratory oversaw the collection of paintings on canvas of the Civic Museum of Viterbo both in its museographic and strictly conservative aspects, starting from an environmental monitoring program. The Laboratory has promoted with its scientific consultants an experimental research program on the elastic tensioning of canvas paintings, in collaboration with the ICR Physics Laboratory and the Diagnostic Laboratory of the University of Tuscia. The results of the research, which are still under study, were published in a volume presented by the ICR and adopted as a text at university level. The paper sector has carried out a vast project to recover the historical statutes on paper and parchment of the municipalities of the province. Also noteworthy is the recent intervention on a famous parchment codex of the thirteenth century. of the Municipal Library of Viterbo, integrated into a project for the digitization of the text presented on a DVD-rom published by the Lazio Region. The ceramic sector has proposed the results of its specialized activity in the recomposition of strongly fragmented clay units in a traveling exhibition in Lazio, developing its own proposal for the treatment and aesthetic presentation of gaps. The Laboratory is an active party in an agreement stipulated by the Province with the University of Tuscia, in which it is the site of training and methodological internships for students of the three-year degree courses of the Faculty of Conservation of Cultural Heritage.
