★ ★ ★ ★ ★ Durante l’emergenza covid, Invece di aumentare gli orari di apertura per “distribuire” l’utenza ed evitare assembramenti, i furboni hanno pensato bene di aprire solo due mattine a settimana con prenotazione, così i tempi di attesa sono di mesi.
During the covid emergency, instead of increasing the opening hours to "distribute" users and avoid crowds, the smart guys have seen fit to open only two mornings a week with reservations, so waiting times are months.

Tutto quello che ho fatto e' scrivere da Outlook se potevo avere informazioni al riguardo. No immagini, no allegati, no niente, solo testo.. Quando non possono mandarti via di persona lo fanno pure in formato elettronico..
Edit del 21/5/2020.. ok ho ricevuto la risposta qui sotto.. bene, domani provo a scrivere nuovamente all'indirizzo indicato nella risposta.. da notare che l'indirizzo da me usato sta' scritto così com'é nella pagina Google di riferimento per l'ufficio territoriale di Piacenza, dove ci sono indirizzo fisico e numeri di telefono.. non é che me lo sono inventato io..
Ok, the offices are closed due to corona virus .. there it can be .. I sent 3 emails to the address [email protected] asking for information on the exemption from the stamp for my car over twenty years old .. To 3 times my email came back with the error

All I did was write from Outlook if I could have information about it. No images, no attachments, no nothing, just text .. When they can't send you away in person, they do so in electronic format ..
Edit of 21/5/2020 .. ok I received the answer below .. well, tomorrow I will try to write again to the address indicated in the answer .. note that the address I used is written as it is in the Google reference page for the Piacenza territorial office, where there are physical addresses and telephone numbers .. it's not that I invented it myself ..

Non riesco a prenotare per un passaggio di proprietà, date la disponibilità due giorni alla settimana, quindi il corrente mese è già tutto pieno e il mese successivo non è selezionabile!
Grazie all'emergenza covid avete trovato il modo di lavorare ancora meno, e costringete le persone a rivolgersi alle agenzie e spendere molto di più per una tassa che già di per sè è uno schifo (IPT), vergognatevi.
Why can't you book on your booking portal in the months following the current update?
I cannot book for a change of ownership, given the availability two days a week, so the current month is already full and the following month is not selectable!
Thanks to the covid emergency you have found a way to work even less, and you are forcing people to turn to agencies and spend a lot more for a tax that in itself is disgusting (IPT), shame on you.

★ ★ ★ ★ ★ Una pena, persone insicure ed incapaci, in quanto per un passaggio di proprietà abbiamo aspettato 90 minuti, in tre al terminale perché non capivano determinati passaggi... Tant'è che abbiamo dovuto prolungare in biglietto del parcheggio dove avevamo posteggiato l'auto.
Menomale che era su appuntamento altrimenti i tempi sarebbero stati ancora più lunghi.
Vergogna.
A penalty, insecure and incapable people, as for a change of ownership we waited 90 minutes, in three at the terminal because they did not understand certain passages ... So much so that we had to extend the parking ticket where we had parked the car.
Luckily it was by appointment otherwise the times would have been even longer.
Shame.

Sto cercando disperatamente di prenotare un appuntamento dal 15/01 e ho scoperto che lavorano solo tre giorni alla settimana (martedì-mercoledì-giovedì) e solo di mattina! E fino al 27/01 sono già pieni. SONO ALLIBITO. E poi leggo che si permettono anche di replicare facendo le pulci stizziti agli errori grammaticali di chi protesta per il loro FANCAZZISMO (mentre ne commettono uno loro, una bella virgola prima di una congiunzione: "...ingeneroso, ma"). COMPLIMENTI, DAVVERO COMPLIMENTI.
ACI Piacenza: unparalleled fancazzisti! I have been desperately trying to book an appointment since 1/15 and found that they only work three days a week (Tuesday-Wednesday-Thursday) and only in the morning! And until 27/01 they are already full. I AM ALLIBITED. And then I read that they also allow themselves to reply by making the fleas angry at the grammatical errors of those who protest for their FANCAZZISMO (while they commit one of them, a nice comma before a conjunction: "... ungenerous, but"). Abbiamo una prenotazione per mercoledì prossimo e siamo in 4 a dover venire per un semplice passaggio di proprietà; tre venditori e un acquirente; uno dei venditori non può più venire e non si riesce a capire cosa fare in questi casi. Sito internet indecente, da quarto mondo, senza aiuto ne spiegazioni. ACI, una delle palle al piede dell'italia e simbolo della pubblica amministrazione stupida e inefficente.
Indecent service. They never answer the phone. Impossible to get help. We have a reservation for next Wednesday and 4 of us have to come for a simple change of ownership; three sellers and one buyer; one of the vendors can no longer come and you can't figure out what to do in these cases. Indecent website, from the fourth world, without help or explanations. ACI, one of the balls in the foot of Italy and a symbol of stupid and ineffective public administration.
