★ ★ ★ ★ ★ Il 04 agosto io e mio marito stavamo facendo un giro turistico con la nostra Fiat Barchetta e dopo essere stati al santuario di Graglia abbiamo avuto la sfortuna di passare da Occhieppo Superiore, ci siamo trovati di fronte ad una miriade di cartelli, fra cui quello che segnalava una zona ZTL. Senza aver tempo di capire dove eravamo finiti, dai boschi circostanti ci siamo trovati improvvisamente a transitare in una zona ZTL. Oggi 25 settembre ho ricevuto il verbale di violazione al codice della strada, € 77,80 se pago entro 5 giorni oppure € 102,70 entro 60 giorni. Io la legge la rispetto e la multa la pago, ma questa mi sembra proprio una presa in giro. Mi complimento con l'amministrazione comunale che ha trovato il modo di fare cassa. Per quanto mi riguarda in futuro eviterò di passare da Occhieppo Superiore. Un consiglio a tutti: andate a fare i turisti altrove.
On 04 August my husband and I were taking a sightseeing tour with our Fiat Barchetta and after having been to the sanctuary of Graglia we had the misfortune to pass through Occhieppo Superiore, we were faced with a myriad of signs, including the one that signaled a ZTL area. Without having time to understand where we had ended up, from the surrounding woods we suddenly found ourselves passing through a ZTL area. Today 25 September I received the traffic law violation report, € 77.80 if I pay within 5 days or € 102.70 within 60 days. I respect the law and pay the fine, but this seems like a joke to me. I congratulate the municipal administration who has found a way to raise cash. As for me in the future, I will avoid going through Occhieppo Superiore. A word of advice to everyone: go sightseeing elsewhere.

★ ★ ★ ★ ★ Sono anch'io vittima delle multe in ZTL di elevate da questo prezioso comune e , come la signora con FIAT Barchetta , mi sono accorto di essere in ZTL , di notte , solo dopo che ci son finito dentro.
Anch'io ,per semplicità, ho pagato la multa. A chi volesse invece contestarla segnalo :
a) Le spese di notifica sono elevatissime (20euro) e non giustificate in alcun modo , essendo peraltro stato utilizzato il servizio postale e non un messo giudiziario per consegnare l'atto al feroce trasgressore.
b) Nel verbale, non si fa nessun cenno alla prova fotografica della trasgressione , elemento ritenuto indispensabile dalla giurisprudenza. Ciò inoltre impedisce di esercitare concretamente il diritto di riduzione del 30% in cinque giorni . Inoltre nel sito web del comune ( tra l'altro segnalato come "non sicuro" dai principali browser) non è rinvenibile alcuna informazioni in merito.
Quanto sopra rende la contravvenzione illegittima e il comune biellese decisamente antipatico.
I too am a victim of high traffic traffic restrictions from this precious municipality and, like the lady with FIAT Barchetta, I realized that I was in the ZTL, at night, only after I ended up in it.
For the sake of simplicity, I too paid the fine. To those wishing to contest it instead, I point out:
a) The notification costs are very high (20 euros) and not justified in any way, since the postal service was used and not a judicial messenger to deliver the document to the ferocious offender.
b) In the report, no mention is made of the photographic evidence of the transgression, an element considered indispensable by the jurisprudence. This also prevents you from actually exercising the right of a 30% reduction in five days. Furthermore, no information can be found on the municipality's website (among other things reported as "unsafe" by the main browsers).
The above makes the offense illegitimate and the Biella municipality decidedly unpleasant.
