My comment just wants to signal the substantial impossibility of contacting the URP (Public Relations Office) by phone at any time. Probably the employee / staff cannot respond materially because they are busy with users present in the office, but perhaps some more resources should be invested to ensure better contact with the citizen. By telephone, information could be obtained which is not always up to date or comprehensible on the website, and it would save time on both sides.

I went to pick up the firearms license, which before were sent comfortably to the municipality of residence. Evidently it was too useful a service, because now they don't do it anymore and it is necessary to lose half a day of work to go in person. I have seen disorganization and little courtesy. I also work in contact with the public and normally I tend to find justifications for the employees, because they often also pay the inefficiencies of the "handle" ... but in this case they really exaggerate ... and I stop here, because I should write too much and in the negative ... and I don't feel like doing it

β β β β β Non rispondono mai al telefono. Se per caso risponde ti parla arrogantemente. Avrei dato una mezza stella "se potessi".
They never answer the phone. If by chance he answers he speaks arrogantly to you. I would have given a half star "if I could".

Solo prepotenza.
Some arrogant, some do not know what they do and it has happened that one says different from another, if you point it out to them they almost take you for a fool. Make an appointment and you still have to be out for 2-3 hours (even in winter in the cold) with dozens of other people waiting and even sometimes rightly angry, even just to deliver a document. They give a list of necessary documents and after checking them they ask for a new one not on the list, for this reason my wife's residence permit is still to be completed after 1 YEAR! impossible to talk on the phone with immigration. I tried to get them to pass by the switchboard and the policeman on the phone said to me the exact same words: "I usually try, they never answer back".
I conclude with a pearl: while I was in the queue outside, an unmarked police car arrives, parked on the pedestrian area and enters. Probably an official, who when he comes out is picked up by a guy waiting like me for how they parked and the one replies that he is from the police, they start to argue outside, but obviously since the car was not official it is resolved with the "escape" of the altered official. Only arrogance.

β β β β β The staff "immigration office" don't/can't speak English at all. The guy from McDonald's that is near to Piacenza station speaks much better English than them. Unbelievable.

β β β β β Be there around 8:30 if you don't want to wait a long time in the line. If you are requesting for Permesso or have any questions you should first go to the Sportello 1, they will guide you how to do the procedure.

β β β β β Very depressing place. Its a shame that nobody speaks English in the department that handles International students. And that's not even the biggest problem. Its the repressive attitude of the mean police lady towards International students community that makes my visit to this place a traumatic experience. You should probably go with a lawyer if you want to have your permesso to be processed and to be treated with respect. Some of the staff do speak a little bit of English, but they don't hold any power and those that are in power hate the non Italian population and this is the state of the department that handles immigration.
