Le sue fondazioni infatti poggiano in parte sull'area della Casa romana scoperta da Giuseppe Sordini nel 1885.Precedentemente venivano utilizzati altri spazi, ma dopo l'anno 1296 l'attività di governo della città si concentra in questo palazzo appena restaurato. Non si conosce l'aspetto dell'edificio prima del XIII secolo, si sa solo che comprendeva un chiostro sotto i cui portici il podestà e il capitano del popolo svolgevano parte delle loro mansioni. La parte dell'edificio più antica (XIII secolo) è la torre nella facciata sud in via del Municipio.I lavori settecenteschi di restauro e ampliamento del palazzo comunale determinano l'inclusione al proprio interno del Monte di Pietà, detto Monte della Pietà et de la Vergine Maria Madre de Misericordia, situato in un locale accessibile dalla facciata nord. The Town Hall of Spoleto is located halfway between the forum, now Piazza del Mercato, and Piazza del Duomo, in an area where noble houses, private or stately homes stood since ancient times. In fact, its foundations rest in part on the area of the Roman house discovered by Giuseppe Sordini in 1885. Previously other spaces were used, but after the year 1296 the government activity of the city is concentrated in this recently restored building. The appearance of the building before the 13th century is not known, it is only known that it included a cloister under whose arcades the mayor and the captain of the people carried out part of their duties. The oldest part of the building (13th century) is the tower on the south facade in via del Municipio. the Virgin Mary Mother of Mercy, located in a room accessible from the north facade.
