L'aspetto austero e le severe linee razionaliste sottolineano la solennità della funzione legislativa in ambito sociale: non a caso, il palazzo si erge maestoso lungo Corso del Popolo -principale via di accesso al centro cittadino- a pochi passi dalla sede del Comune e da altri importanti luoghi direzionali e amministrativi. È un edificio dal carattere possente con prevalenza dei pieni sui vuoti, tuttavia presenta generose vetrate a nastro che permettono una considerevole illuminazione naturale agli ambienti interni. Le sue peculiarità architettoniche - superfici di calcestruzzo prive di rivestimento, copertura piana, ingresso pubblico in soluzione d'angolo, assenza di porticato – lo distinguono nettamente dagli altri palazzi allineati lungo Corso del Popolo, contribuendo a ribadire il suo ruolo di “urban landmark”.
A monumental building, consisting of square and massive volumes. The austere aspect and the strict rationalist lines underline the solemnity of the legislative function in the social field: not by chance, the building rises majestically along Corso del Popolo - main access road to the city center - a few steps from the Town Hall and from other important directional and administrative places. It is a building with a powerful character with a prevalence of full on empty spaces, however it has generous strip windows that allow considerable natural lighting to the interiors. Its architectural peculiarities - concrete surfaces with no cladding, flat roof, public entrance in corner solution, no porch - clearly distinguish it from the other buildings lined up along Corso del Popolo, contributing to reiterating its role as an “urban landmark” .

Dopo altri 20 minuti la vedi passare ancora con giacca e cappello!! Ma a chi prendete ingiro!!!
