★ ★ ★ ★ ★ Esempio della gestione della cosa pubblica in questo Paese: costruito da oltre mezzo secolo (a parte una piccole porzione più recente ma già in stato di decadimento), mostra tutti i segni di una manutenzione di tipo cosmetico (una mano di vernice qua una scala anti-incendio là). A fronte di enormi quantità di spazio pubblico trasformato in aree commerciali in pochi mesi, le aree scolastiche rimangono generazione dopo generazione. Frequente fenomeno di dispersione scolastica, espulsione di soggetti 'difficili', complicati.
